E-Rate FAQ's

The following questions have been submitted regarding current E-Rate RFP. All frequently asked questions will be posted on this page for public dissemination.
The answers provided on this page are for E-Rate RFPs only and do not apply to other KUSD RFPs.
Q: Does the response have to break down items by site or can it be a lump sum for the entire project?
A: In order to complete the E-Rate 471 filing, the following information is required to be listed by school site: quantity, unit of measure (each, dozen, hours, etc.), make/manufacturer, and model.
Q: Regarding cabling calls for Cat6e, should it be Cat6 (10Gb up to 50m) or Cat6a (10Gb up to 100m)?
A: As of Jan 1, 2015, the KUSD standard for Ethernet installations is Cat6a unless otherwise specified.
Q: Regarding cable drop calls for fiber, is the fiber 10Gb or 1Gb?
A: As of Jan 1, 2015, the KUSD standard for fiber installations is single mode 10Gb fiber unless otherwise specified.
Q: Do the terms “10G fiber Ethernet modules” and ‘10G network modules for fiber switcher” refer to transceivers or expansion modules?
A: As of Jan 1, 2015, the KUSD standard for fiber modules is SFP-10G-LRM unless otherwise specified.
Q: What type of fiber patch cables are required?
A: As of Jan 1, 2015, the KUSD standard for fiber patch cables is SC-LC unless otherwise specified.
Q: What type of wireless access points are required?
A: As of Jan 1, 2015, the KUSD standard for wireless access point installations is Cisco AIR-CAP3702I-A-K9 with no additional modules unless otherwise specified.
Q: What type of network switches are required?
A: As of Jan 1, 2016, the KUSD standard for network switch installations is Cisco Layer 3 24-port non-POE or Cisco Layer 2 48-port POE unless otherwise specified.
Q: What configuration is required for Layer 3 switches?
A: Per the RFP, Layer 3 switches are purchase only.
Q: Are the buildings at each site connected via data cable today?
A: Yes
Q: Will partial bids be considered (e.g. bids that include the purchase but not installation and other services)?
A: RFP responses which are deemed to be incomplete will not receive further consideration.
Q: Will all hardware require installation and configuration?
A: The RFP specifies which hardware requires installation/configuration and which is purchase only.
Q: Regarding the requested references, are school references mandatory for a compliant response or preferred?
A: KUSD prefers to have three (3) references from same size or larger school districts within the State of California. Preference will be given for California school district references. Responses which are for same size or larger service affecting scopes but not school districts will not be considered incomplete. Details of the scoring matrix are not required to be published.
Q: Regarding the requested references, is there a defined penalty assessed in the scoring if these references are outside of the State of California?
A: KUSD prefers to have three (3) references from same size or larger school districts within the State of California. Preference will be given for California school district references. Responses which are for same size or larger service affecting scopes but not in the State of California will not be considered incomplete. Details of the scoring matrix are not required to be published.
Q: Regarding the requested references, is it mandatory that these be e-rate projects?
A: The existing RFP calls for three (3) school references in the State of California. RFP responses which are deemed to be incomplete will not receive further consideration.
Q: Regarding the non-collusion affidavit requested on page 2, is there a standard form which Kerman USD requires vendors to use?
A: Please see below document titled "Non Collusion Agreement"
The following information applies to all KUSD RFPs which are subject to prevailing wage:
No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
No contractor or subcontractor may be awarded a contract for public work (awarded on or afterApril 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
All bid proposals must include the Department of Industrial Relations (DIR) number(s) for all contractors and subcontractors to be used in the project. Bid proposals received without this information will be considered incomplete.
All related projects are subject to compliance monitoring and enforcement by the Department of Industrial Relations.
