Mrs. Pamela Millspaugh
Pamela Millspaugh has been in education for 30 years as a Classroom Teacher, Library Media Teacher, Academic Coach, Principal, Director of Curriculum and Assessment and Assistant Superintendent of Educational Services for Kerman Unified School District. Pamela has been a leader in the use of assessment data in her district and in Fresno County. She envisioned, planned, and led the team implementing the Smarter Balanced Digital Library in Kerman Unified working with site testing coordinators, literacy coaches and math coaches across the District.
Pamela has established a highly effective training partnership with Fresno County Office of Education to support research based professional development across the District. This well thought-out and long-term focused plan allowed all sites to have the same foundations for team collaboration on curriculum goals across all sites.
Pam secured professional development from FCOE in the areas of math, technology (Google email, Google classroom) ELA with focus on ELD standards and performance tasks. She also created an innovative District professional development calendar utilizing the limited number of substitutes available to maximize training opportunities across the District, as well as by site.
Pamela has personally lead the District through the Formative Assessment Insights and has presented at the CAASPP Institutes. Her work with the Digital Library has been documented through the California Department of Education’s CAASPP In Action Series. Pamela was recognized by the California Educational Research Association with the 2016 Educational Service Leader of the Year Award.
